He wants $25,000 to publish one deck ! I could have published at least five
new decks in my Art Tarot series for $25,000.

Maybe you need to post on Kickstarter.
Though I have been in communication with someone who just did do a deck that way - and although she had raised $23k, she has made a loss...

I cannot understand how one can make a loss with a subsidy of $23,000.
If one did an edition of 200 this would be a subsidy on printing of
$115 per deck. I can't see a printer charging this much to print
each copy of a deck.

As advertised - from the horse's mouth:
I'm happy to give details on what the funding will go towards; since I'm asking for backers for this project on no more than a promise of work that will be done in the future, you have every right to know exactly what my plans are.
The $25K goal I set for my project was essentially the minimum amount I would need to cover these direct costs:
1. Printing the deck (~$3000)
2. Printing the guidebook (~3000)
2. Shipping (~$2000)
3. Printing the additional large reward prints (~$500)
4. Promoting the project (~$1000)
5. Kickstarter & Amazon fees (~$1500, or about 8% off the top)
And whatever was left would be what I'd have to live on for 6 months while I complete all of the rest of the art for the set, working full time on it. I knew I wouldn't be able to finish all 51 remaining cards while also working full time, at least not in any reasonable time-frame. So I took a gamble, quit my job, and made this my sole occupation. I spoke to my wife, and we figured that we could reasonably stay afloat and continue to pay rent for the time I needed to get the project finished if we hit the goal and I worked on a fairly rapid pace. I just didn't see any other way to make it happen.
As to what I'd do with extra funding - I've already declared on my project page how I'll be spending the first $5000 (if we end up making that much) past goal. I'm going to be spending it directly on additional rewards for people who have already backed the project. The first $3000 I'll spend on having a custom textile design printed on cotton silk, and then we'll have that fabric cut down and the edges sewn so as to make custom tarot spreadcloths for every backer who's already pledged for a deck. The next $2000 beyond that I'll be spending on embroidered velvet bags to go with each deck, with the deck logo on the front. My hope is that these bonuses will make the money that people have already pledged on the project that much more worthwhile, and that I'll be able to give back a little extra for everyone who helped make the project possible.
I don't know how likely it is that I end up seeing the project go even higher than that, but if it does, it's essentially going towards supporting me on my next project. People have been really interested in seeing me finish the Equinox Tarot set, and if this project is successful enough I may just be able to roll right into working on that set next without having to worry about funding at all.
